Voice to Speech

I have a cousin who suffers from allergies. The last five or six weeks he has had fluid behind his eardrums due to closed Eustachian tubes. The doctor he went to says it will clear up eventually and wants to do nothing. What is the best way for him to use an iPad to do speech to text so that he can participate in watching TV or conversations? What is the best app for this? Thank you.

According to my cousin, the standard Apple voice to text from the keyboard does not pick up television unless he positions the iPad right up next to the TV. This is all the link given above mentions. Are there any better ways to do voice to text on the iPad? He cannot use closed captioning because the rest of his family objects to it. Thank you.

Ken, it occurred to me that something like Closed Captioning might work. I look around and found this article here on iMore that explains how to set this up. Granted, it's almost five years old, but it may help, hopefully!
