In Pokemon Go android game the GPS (11) does not work, what do I need to do?

At the top a red box shows with the GPS (11) location is not on, although it is turned on the phone. Help please!!

Are you indoors? Have you granted Pokémon Go access to your GPS? Have you installed any tools that give you control outside of walking around physically? What is the GPS sensitivity set to? There are a number of things that could cause that error so if we could narrow down the possibilities that would definitely help.
