iPad calls using shared connection from iPhone (no WiFi)

Can I make iPad calls using shared connection from my iPhone in case of not beeing in any WiFi area.

I would connect my iPhone to internet via my GPS or LTE connection and share it with my iPad in the same time. Could I make the phone calls from my iPad then?

It would be WiFi iPad version, not cellular (without Sim card).
