    Having tabs to flip between two finder windows is not useful - I need to work with two visible finder windows at the same time. This was simple in previous versions of Mojave but is no longer possible.

    please advise . . . thanks

    Right click on the finder app in dock and tell it to open a new finder window.
    I'm using 10.14.3 and that works for me.
