Why is Leo Laporte stating that you cannot override the default search engine for iOS Safari?

Leo Laporte, on Security Now, stated that Apple does not allow you to set the default search engine for Safari on iOS. i.e. you are always forced to use Google. However, under Settings -> Safari there is a selection for the search engine. So, what is Leo referring to?

Confused.

On 'my' iPhone X running iOS 12.2 Dev beta 1, I can switch to any of the four search engines listed therein and then search accordingly without any problems so unless you misunderstood Leo's comments, I don't why why he would make that claim. Feel free to ask him via one of his social networking sites like Twitter, if applicable.
