Replaced iPad screens, can’t log in

Got back two iPads from a screen repair shop today. One doesn’t allow you to press the numbers properly to unlock the code to use the iPad and one says the iPad is disabled, connect to iTunes. I’ve connected the iPad to two computers, with two different cables, in multiple ports. The computers don’t do anything with the iPad. It’s on a charger now, which works. Any clue as to why it charges but isn’t recognized by PC? What could be the reason for the poor touch screen on the other?

Aftermarket screens. Software won’t allow it
