I'm on MacOS Mojave version 10.14.2 and have Time Machine backups but am unable to restore/recover from an earlier Stickies Time Machine. Error message is the Stickies can't be modified or deleted because Mac Os needs it.

If you're trying to recover an earlier version of the Stickies app then you're not going to be able to.

Are you trying to recover actual Sticky notes? Or the app? If you're trying to recover actually stickies, the stickies database is a file located in ~/Library. Restoring that file from Time Machine will recover your old stickies.
