How do I reconnect my Mac Keychain to my iCloud

Here's what I did:

Changed my Mac user password, which I believed also changed my Keychain password, but it didn't.

I thought restarting my Mac would fix this. It did, but in the process Keychain seemed to lose all my passwords and secure notes.

I discovered that my iCloud settings in System Preferences had Keychain unchecked unchecked, so I rechecked it and re-entered my Appleid on the Mac and another device as requested.

My passwords and secure notes didn't reappear.

I am assuming (hoping) my data is still in the cloud somewhere. How do I make Keychain on my Mac reconnect to it?

If all you did was change your passcode then your data should re-sync to your devices. Try signing out of iCloud on your devices , rebooting them, and then sign back in to iCloud on your devices. Be sure you’re connected to Wi-Fi, although it shouldn’t matter.
