iPhone XS iOS 12.1 system storage/other

I bought a new iphone xs today, and set it up as NEW IPHONE without restoring from BACKUP copy. I have no pictures and almost no apps on the phone but it says system storage 12GB ?! I have ios 12.1

That is all the OS stuff on the phone. Mine is at 36.8 GB on my 256gb phone.

That is interesting, my XS says my system storage is 7.31GB surely the system ,eg OS, is the same as yours ? Mind you I do have a lot of stuff turned off !
