Messages in iCloud showing 4 locally stored conversations. Why

Hi I have Messages In ICloud turned on and it works amazingly well but curious to know why I can see 4 message conversations being stored locally on the device I thought messages in iCloud frees up that space by putting them into iCloud (these 4 message conversations are showing in iCloud settings too). So my question is does messages in iCloud keep locally stored messages on the device and in icloud for a certain amount of time before removing them completely from the "local" storage on the phone. I will attach screenshots below

Was “Messages in the Cloud” disabled at the time the 4 conversations took place? If so, it’s possible that iOS put them aside to be backed up via iCloud.

No I’ve had it on st the same time. And I keep doing iCloud backups etc and they’re still there. No big deal it doesn’t effect me using the feature and all the messages come back across new devices and delete fine so it seems to work fine. Just more curious about it
