iPhone won't back up to iCloud

iPhone 7+, ios 12. Upgraded to 50gb of iCloud storage with plenty of space left. Already tried restarting phone, logging in and out of icloud, deleting old icloud backups, resetting network settings. I am from Hawaii and people here suggested me to visit stores like TCAWireless and few more. Should I visit? I have a feeling that this is just a troubleshoot problem. Please help.

Make sure you are on WiFi and plugged in. Also make sure it’s unrestricted WiFi. For instance we block iCloud at the office, so WiFi their would not work for backups.

These two are required for iCloud backup to work.

As @bamf-hacker said, your wifi connection could also be blocking it. A lot of public wifi areas in my town block a lot of things.
