I go to General>Keyboard and see lots of keyboard options but nothing to add words to my custom dictionary. Further, in my apps when words are not recognized I get suggestions but no option to add the word to the custom dictionary.

I can see an option to reset the dictionary but no other evidence of its existence.

I can create text short cuts but that is not what I am trying to do.

Can anyone help point me to what is going on?

The dictionary is not under the keyboard settings. Go to settings > General > dictionary.
