Welcome to iMore! Have you tried restarting the iPad? Reboot it and see what happens. If that doesn't work, you might try Reset All Settings.
Go to Settings >General >Reset >Reset All Settings. This resets to default everything in Settings, including notifications, alerts, brightness, and clock settings like wake up alarms.
If that doesn't work, you might try restoring as new. Not from a back up. If restoring as new doesn't work, your iPad may just be getting old.
Is you wifi/cellular signal good? I had an issue where I couldn't sign out of iCloud. It was my wifi signal. I rebooted the wifi modem, then it worked.
