What exactly feature does this mean that the second line up of Apple watch does support cellular spot? is this something like 4G capable already

The second gen Apple Watch doesn’t support cellular, at all. You need to have it paired to your iPhone and have your phone close by or be connected to WiFi. Gen 3 has a cellular version that can send and receive data and phone calls even if your iPhone isn’t near and you’re not on WiFi.
