Looking for an APP that will go through a callout list in order to cover shifts.

I'm wondering if anyone knows of an app that will go through a callout list top to bottom and either call our or even better, send text/app notification that a shift is available. If that person says no then it would go to the next person on the list and continue until the shift is filled. Once someone says yes then they would go to the bottom of the list.

The application is for a Fire Dept covering shifts if someone is injured or calls in sick. Could possibly be used for hall coverage as well in non-emergency situations.

Probably need something that would work with both apple and android.

Any ideas?
