TouchID doesn't show up at login (MacBook Pro)

TouchID doesn't show up when I start my MacBookPro, the only login option is by password. The only occasion when it shows up is when I add files to an external hard drive. I have tried to turn touch-Id on and off, and also deleted all registered fingers and added them again. I have an MacBook Pro 15" i7, 10.13.1 (but the problem existed before I installed High Sierra, I was hoping it would solve it.).
