Why i cant download photos from my messenger to camera roll after updating it to new ios

I updated my ipad but i cant download photos now from messenger it says that maybe i didn’t turned on the toggle of photos in the settings then i checked but there is no photos button on the messenger settings just the camera button only

If you have an iCloud account and your photos sync to that account, go to Settings → [Your info] at the top → iCloud, and then make sure that Photos is set to “On”. Enable iCloud Photo Library while you’re at it.
