why does iPhoto only have pictures from my phone?

iCloud is backed up, and everything is there... from my camera. The pictures I have imported into photos from my SLR camera are not there. Do they back up to the Cloud or not?

You need to be a bit clearer. You mentioned both “camera” and “SLR camera”. If they are indeed not the same then you need to tell us if “camera” is in regard an iPhone camera, DSLR camera or what?

With that in mind, if the photos from your SLR camera were not part of the iCloud backup then the answer to your question is no. Having said that, if you have Photos “syncing” to iCloud then those pics should be visible via the iCloud. Note: Backing up to iCloud is not the same as syncing to iCloud.
