Can watch LTE get 3rd party app notifications if iPhone is off?

Some of the reviews are saying that 3rd party notifications do not get sent to the watch while on LTE if the iPhone is off. Is this correct?

As long as the third party app supports it, yes.

I don’t think it will since it is connected to your iPhone’s cellular.
Or it might, since it is on its own independent LTE connection.
