Can someone help me with a billing problem?

So, I once bought an app. Paid it and everything then played it.

To be honest, I even deleted it after getting tired of it. But when I tried updating another app 'There is a billing problem with a previous purchase' I was confused since I only did one purchase and I'm pretty sure it went smoothly.

Naturally, I pressed continue and filled everything up again 'Your payment method was declined'

Can someone help??
