delete iphone from cloud

I have bought a new iphone because the battery went dead in the old one. I want to delete from cloud, but the phone no longer boots up. How can I do this without the phone.

You'll need to log in to your Apple ID either on another device or via a laptop/desktop computer. Then you can remove the device from your iCloud account.
