Welcome to iMore! Your Snapchat friends should have nothing to do with your removing and then reinstalling the app. They’re tied to your account so as long as you use the same username and password as before you should be fine. If you’re 100% sure that you’re signed in correctly and your friends have somehow disappeared (which I’ve never heard of before) then your only choice is to add them back manually.

This. Make sure you're using the same login credentials and everything should resolve itself.

This is well said by Rob Phillips.
There may have been a day when this kind of data/information was stored locally(maybe). But in today’s world an app that stores this kind of data/information locally is probably small, highly single purpose/basic. An app like Snapchat, and many others, is the front end user interface to an expansive cloud application/database service. There are a number of advantages to this (some for the user, some for the company), one of them being the ability to access the functionality from a number different devices. No matter what device you access this service from, you’re getting a largely universal user experience including a friends list.
I’d add one suggestion: contact support at Snapchat. I work in a support position (not Snapchat) that deals with cloud/db. Oddities accessing account elements from a cloud database is not entirely unheard of. BOL…
