It sounds like a family plan is being used here which means the user who set it up is the same person to initially set up a form of payment for everyone to use. What may be happening is the specific form of payment (credit card, debit card, etc.) may no longer be valid. The person who set that up will need to update payment info before anyone on the account will be able to download anything, even free apps. Unfortunately iTunes requires a form of payment to set up an account, yes even for free apps.
