If you're saying that the iCloud Activation Lock is enabled on your iPhone then there is NOTHING any of us can do for you. If you purchased the iPhone that way then you need to contact the previous owner and get him or her to clear the activation lock for you. If you don't know the previous owner or cannot get in contact with the previous owner, you will NOT be able to use the iPhone. Period.
