Top right of the screen there's 3 dots lined in a vertical line. Press them and then new tab

On iPhone you'll get a box to the left of those dots where you can navigate your tabs, on iPad you get 4 squares organised into a bigger square to manage your tabs

You can also swipe down on from the center of the window, then drag to the left without lifting your finger off of the screen.

There are three ways of doing so, two were explained above, the third one is:
- At to the top right corner of chrome, and next to the vertical three dots is a square (usually with a number inside the square that changes depending on the number of tabs open)
- Hit the square and it will open the tab manager.
- At the top left corner you'll see a plus, there you can open a new tab too.

Have a good day :)
