Welcome to iMore, Phillip! The wifi signal may be weak in both places. Check in settlngs > cellular > scroll down and be sure wifi assist is toggled off. You might try Reset All Settings.
Reset All Settings
Go to Settings >General >Reset >Reset All Settings. This resets to default everything in Settings, including notifications, alerts, brightness, and clock settings like wake up alarms.
At home, reboot your wifi modem/router. Unplug it for 1 minute, then plug back in. Have you tried it anywhere else? Does it work ok anywhere?
