Firstly, delete voicemails from the Phone app following 1,2,3

    1. Open the Phone app
    2. Tap on Voicemail menu from the bottom
    3. Swipe left on the voicemail you want to delete. Then tap on Delete.

Then, they're put into a recycle bin, but they still occupy your iPhone space. So, you need to do more things. Scroll to the bottom of the Voicemail list. And then tap on the Deleted option. Next, hit the Clear All option which is on top. Then all deleted voicemails will be cleared out of your iPhone.

But if Clear All is disabled (or grayed out), you can try the following solutions:

    1. Manually clear out a few deleted voicemails because sometimes, a lot of voicemails can cause processing issues.
    2. Reset network settings from Settings → General → Reset
    3. Try clearing out all voicemail from your account with your carrier's website.
