    im connected to wifi and i made an apple id. its all correct and i agree to the terms and conditions and then the next screen just says could not sign in.

    Checking the system status page doesn't reveal any problems with regard to signing in, but it does state that there were problems with certain aspects of iCloud.

    Anyway, reboot your cable/DSL Modem as well as your wireless router to make sure you have a good internet connection. Also, do you have an active SIM Card inserted in the device?

    Have you tried with a SIM card? Also sometimes the Apple servers are down and you just have to try again later.

    I'm having the exact same problem. Could not finish setting up my phone i get stuck to "could not sign in" error. Were you able to fix yours?
