I can't seem to re-download my twitter from App Store

When i open twitter on the App Store, I see the cloud which suggest you already purchased it, but when i click download, it stops after few seconds and says 'twitter cannot be downloaded at this time'

Welcome to iMore! Reset your device by holding the power button and home button down (or volume down button on iPhone 7/7+) simultaneously until you see the Apple boot logo. If that doesn't work wait a bit and try again.

Also, make sure you haven't run out of phone storage space.

I would recommend to completely delete the app completely and try installing it again. Worked for my S7

If OP is seeing the cloud icon he/she has already uninstalled the app.
