if i access icloud, the drive is off but photos is on also contacts is off but if i switch contacts on it says they will merge with icloud is this safe

Yes, it is safe. If you do not have anything in iCloud, those items will sync to iCloud if enabled. If items are already present in iCloud then those items will merge with them. Either way, it is safe.
