Start with the person who gifted it to her? Surely they should be able to provide you with the purchase information? Try plugging the iPod in and leaving it plugged in. If it has been dead for a while it can take a while for it to power on. I've seen devices take several hours before they powered in depending on how long they've been without a charge. It also doesn't hurt to go to the Apple Store. Sometimes they will do basic troubleshooting to assist as well.
