How to download video to Ipad/IPhone from ICloud Drive

Bought a new iPhone and iPad. Home type videos are on iCloud Drive. I wanted them to be on my phone and Ipad so I wouldn't need to always go to iCloud Drive to see them.
I selected one video and clicked the "download cloud" icon to see how it worked. One video is now on my phone and Ipad. When i went to drive to select and download more video to my devices the "cloud" icon is not longer there. Only choice i see after selecting is "move" which just looks like i can put the video in different spots on iCloud Drive.
How do I get to the cloud icon?

Reboot your devices and then try again. Also, when you select the video from within the iCloud Drive and then select the share option, is not one of the choices "Save Video" or something to that effect?
