Family sharing won't share library and playlists

I have set up family sharing on my iphones and the id's are correct. I can access apple music on the second device as we have the family membership however the library and playlists are not shared, nor are the apps purchased on the organisers id. Share purchases is on, on both devices.
Any thoughts?

Are you looking for the "shared" purchases under the "Purchased" section and then selecting the family member's name?
