iPad 2 was lockrequires activation. Forgot original apple ID & password

The message on the iPad (model A1395) is "Activation Lock", I have used the Activation Lock Help and can get no further because the credit card used to set up the account had expired and was replaced by two newer credit cards. Do you advise scraping old "locked" iPad 2 and buying new?

If you're unable to bypass the iCloud Activation, the device is utterly useless. I don't have a clue to why a credit card is relevant with respect to the "Activation Lock", but hey, whatever. To answer the question, I would say "Yes".
