    I tried this but the photos still appeared in all photos which i"m trying to eliminate. I then deleted from all photos and they disappeared from the album

    Yep.

    All photos will appear in "All Photos" and you can later put them in folders.

    You can safely delete a photo from an album, because it will stay in the "All Photos" album but the other way around is not possible.
