OS 10.2 update stuck on "updating ICloud Settings "page for hours

Worked through 10.2 update and phone indicated complete. Answered few remaining questions re: network setting for WIFI, Apple PW, phone number, etc. Hit "next" and "Updating I Cloud Settings" page appeared and stayed. Tried hard shutdown with power button and volume to no avail.

Apple's servers are probably very busy with new devices being set up from the holidays. You can't really do a whole lot at that screen troubleshooting wise. Just make sure you have a good, stable internet connection and maybe try during off-peak times like late at night or early morning.
