why won't repeat notification alerts work with calls

there's a setting for up to 10 alerts for messages (which doesn't work so far), but no option for phone calls? on new iphone 7

I have my Messages alert set for once, and it's never failed. I'm not sure why yours isn't working under 10 times. I would try turning it to never, then try turning it back to 10.
No idea on the phone alerts.
