At the minimum, iTunes and iOS versions, can be a few versions behind one another, .. aka. if u have the latest iTunes 12.5.4 u can still sync to iOS 9.3.5, but not to 9.3.4 If one, or the other, is too new, it won't work... so u must update whichever one is older to bring it up to date
