How can I set up my iPhone 7 to to close background apps?

On my iPhone 7, I want to close background applications. However when I double press the home button my screen just shifts down. I cannot access the open apps like I could on my iPhone 6 which allowed me to swipe up on the apps that I want to close. How can I set up my iPhone 7 to do the same?

Double tap shrinks the screen down, double brings up the app switcher screen from wheee you can close the apps you want.
