My sister and I share the same Apple ID, but whenever one of us is listening to music, the other can't and a message pops up that says "it looks like you're listening on another device." How do my sister and I listen to music at the same time?

You can't. You have to set up family sharing and upgrade the music subscription to the family plan. Each of you will need your own Apple ID.

Either set up family sharing, or one of you get your own Apple ID. To prevent further headaches it's best for everyone to have their very own Apple ID.
