My iPad wallpaper wont work

I go in to settings and go to wallpaper. When I tap the "Choose a new wallpaper." I just freezes.

What iPad model?
What iOS version?
Have you tried restarting the device by pressing and holding the Home and Power buttons at the same time until you see the Apple logo?
Have you tried going to Photos, selecting the picture and setting the wallpaper from there?
