If i delete all of the albums at the bottom because the pictures got messed up during an upgrade and I can redo the pictures from the Photos at the top of the screen. Is all of my pictures at the top in Photos?

Hi, and welcome to the iMore forums.

Deleting albums doesn't remove the photos. They will still be in your general photo's folder.
Albums just create a link to the foto that you want in there (don't think it will make an actual copy).
