If your unable to back up to iCloud you have the option to back up your device to iTunes

If you've made an iTunes or an iCloud backup of your iPhone 4 then when you initially set up your iPhone 7, a prompt will ask if you want to restore from a backup. If the backup is corrupted then it may not restore to the new device. Simply create another backup of the iPhone 4 and then try to restore that backup to your iPhone 7.
