Why are there no iOS updates for my iPad?

I bought the new iPad in 2012. I bought an iPhone 6s in 2015. When I check for software updates on the iPad, it says that the software is up to date. It is running iOS 9.3.5. The iPhone is running iOS 10.1.1, which the search shows is the latest update for the iPhone. Why would the two devices be different?

The technology therein is outdated and probably cannot reliably run iOS 10.
