"moving" photos and videos from iPad Mini to iPad Mini 4

I upgrades from iPad Mini to Ipad Mini 4. I restores all apllications using iCould.

I did not use iCloud or itunes to backup pictures and vidoes on the old Mini.

I am looking for a method to "move" the pictures and maintain the albums information without the need for a full backup and a full restore. I am using iOS 9.2 (will upgrade to 10 when I will not need the old iPad anymore).

Any ideas?

iCloud sync would be great

To my knowledge there is no way to do this other than a full backup. May I ask, why don't you want to do a full backup and restore?
