i tried using another cord, a different pc and everything else that they asked me to do has anyone else have this problem if so how did you fix it step by step please thank you..

It may be a problem with the drivers. I could not have iTunes recognize my iPhone 4S, but the PC still recognized it as a Camera. Try following this guide: https://support.apple.com/en-us/HT204095
If this still does not solve the problem, you may try performing a DFU restore, provided that you have a recent backup of the iPhone (if you don't, you can activate the iCloud backup)
