ipad mini upgrading from ios 7.0?

i have an ipad mini which still has ios7.0 on it and i want to upgrade it to either 7.1 or 8. i simply dont want ios9 because my device would be slow for it

is there a way i could do this? others are telling me to download the ipsw and load it into itunes? will this work? thanks

Probably, but I can't say for certain because I don't know Apple's signing process. Hopefully, member that do will reply soon.
