Whenever someone calls me, it does not dial. Instead, it goes straight to voicemail.

Welcome to iMore! Reset your device by holding the power button and home button down simultaneously until you see the Apple boot logo. If that doesn't work, go to Settings > General > Reset > Reset Network Settings. If you're still not having any luck, contact your carrier.

Try going to your dial pad and type in ##update# and hit talk. It will tell a system update is taking place. Hit ok and Let the update finish and you should be ok.
