Why is the 'iCloud' option in my phone settings grayed out?

I am trying to turn this feature off and found the thread with those instructions, however I cannot select 'iCloud' in my phone settings because it is grayed out. Thoughts?

You may have Restrictions turned on for accounts: if you do not consent modifications for Accounts in Restrictions, you cannot change or sign in/out of your accounts (iTunes or iCloud). You need to turn on modifications for accounts in the Restriction section, in order to access iCloud settings
