Photos and contacts not syncing properly between iPhone and iPad

I am trying to have the photos of the contacts on my iPhone and my iPad sync up. My iPhone has a contact photo for someone but that contact photo is not showing up on the messaging app. When I change a photo of a contact on my iPad. It shows up on my iPhone that deletes it off of my iPad. Also on my iPhone and iPad one of my contacts have a picture however that picture is only showing up in the messaging app on my iPad.
